I would try not to have two completely separate sites/portals - so that doing in search in one portal should ideally bring up the same hits as doing that search in the other portal.It would be nice to know that searching using multiple related keywords would lead to the same results (e.g. funding, grants are 2 different but highly related search terms).
Most people search rather than going to a specific website. Might be easiest if the Community Portal was part of the Fife Council website, to make it easier to search across all Council info/services in one place?
